Tim,

If your earphone is completely passive (no active electronics) I don't believe 
it falls under the EU EMC Directive, and therefore, it would also not fall 
under the scope of the Australian C-Tick (or any other country's EMC 
regulations).

If the earphone requires a battery, then it probably does require C-Tick!  :-)
