To sell ADSL *terminal equipment* in the EU, where the terminal equipment is owned and operated by the user, the RTTE Directive applies and for CE marking all you need to comply with are the applicable safety and EMC requirements. The RTTE Directive basically ditched all of the so-called network compatibility requirements that had previously been covered by standards such as CTR 21. In terms of regulatory compliance, there are no longer any requirements for network compatibility. The presumption is that "market forces" will weed out incompatible equipment.
I believe that another hidden presumption behind the RTTE directive was that the world was going wireless and those pesky wireline services were not worth bothering with from a network compatibility perspective. Several of the member countries had strong, and conflicting, views regarding what sort of parameters should be specified for network compatibility of PSTN equipment. The creation of CTR 21 was a painful process for the EU, and after CTR 21 was issued some countries continued to argue endlessly about its suitability. I think the bureaucrats in the EU decided to just end the debate by throwing out all of the PSTN network compatibility requirements. This may not have been the best technical solution, but it solved the political problem.
BTW, if the ADSL equipment is owned and operated by a network operator, EN 300 386 applies, although even that standard does not contain requirements for network compatibility. For equipment owned and operated by the networks, though, there are usually customer-specific requirements imposed by the network operator in the form of a purchase specification (those elusive "market forces" at work).

You think you know the answer, but doubting worm keep messing up your head, bringing this very unsettling feeling of "oh (enter your own expletive)" , what if I am wrong? You hope 4-5 years ago you made a right decision, but the reasons why seem to be eluding you at this moment?

Are where any similar to FCC part 68 or A-tick regulations and processes in EU for ADSL products?
R&TTE Directive regulates ADSL products, but primarily from EMC and Safety point of view. Under RTTE harmonized standards, there are no standards regulating connection to public networks in EU.
There are other (unrelated to RTTE) ETSI, TBR, IEC standards describing connection requirements, but I cant find any standards products will be required to comply with as part of CE Mark compliance assessment. Am I missing something? Or are these standards part of RTTE but not harmonized?
If PSTN connection requirements are not part of RTTE CE process, which processes it falls under and how it gets regulated or enforced?
In addition to CE, are where any other legal requirements to sell modems in EU?
I will be now bracing myself for feedback onslaught.
