"Highest frequency generated or used in the device or on which the device operates or tunes" My interpretation: If the EUT generates it, that's the highest frequency. If the EUT uses it, that's the highest frequency. If the EUT operates with it, that's the highest frequency. If the EUT tunes to it, that's the highest frequency. Application: If it exists anywhere within the EUT then it's the highest frequency.
