I have done this for a number of our customers. Full 301 489 tests on complete unit, spurious radiated emission to 301 511, safety tests on complete unit. Submission of TCF relying on radio transmitter manufacturer's DoC for R&TTE Directive. This is assuming that the transmitter is actually what would be considered a module by the FCC or Industry Canada (Modular approval). The end product supplier is still responsible. (It's not like FCC or IC modular approval, where the module manufacturer retains some responsibility).
