Cannot determine if the 'cheap' version of standards are available in
English. Klingon would also be acceptable.

Some of the new EU Member States have near bargin basement prices on
standards. I found this one (EN 50581:2012) sold by the Estonian Center
for Standardization for only 8 Euros - electronic download.

On 23-Nov, the EU OJ published the first harmonized standards list for
the new RoHS Directive, 2011/65/EU. It can be found at

7:EN:PDF. There is only the following standard in that list:

EN 50581:2012, Technical documentation for the assessment of electrical
and electronic products with respect to the restriction of hazardous
substances
