Hi Lauren, The last rules we were following for Shanghai (not all of China) required testing to be conducted by the Chinese laboratory. There is an option for manufacturers to join a costly program requiring audits that would allow testing to be conducted in house.

I wonder if there may be some misunderstanding here. China does have its own air transport rules (CCAR-276). They require dangerous goods (per ICAO Technical Instructions) have what is essentially a "Transportation Certificate". The Transportation Certificate can only be issued by a designated Chinese laboratory. To get a Transportation Certificate for a battery, one of the pieces of information that must be submitted to the Chinese lab is a UN 38.3 test report. The question I have is whether the UN 38.3 test report must also be done by a Chinese lab. All, Thank you for starting this discussion. UN 38.3 is required by ICAO and IATA for air shipments worldwide. US DOT is working on aligning their requirements with this. UN 38.3 does not apply to train, truck, or boat transportation. Unless you make a rechargeable lithium battery that will never, ever be shipped by FedEX or UPS air, then this requirement applies. It is a physical test to ensure the battery does not come apart during shipment and create a hazard. It does not have any product performance requirements in it. China has added new twist, where manufacturer testing to UN 38.3 is no longer acceptable, it has to be a Chinese national lab and certified. ICAO and IATA accept manufacturing test data.
