Things like this tend to be modified as the consultation and other processes progress. It relay depends on how strongly such proposals are challenged by European and international trade associations.

One obvious question in 'cui bono?' - for whom is such a requirement a benefit? Since the general public mostly throws away the instruction book of each product (and doesn't know what a DoC is, anyway), the DoC will go with it. Market surveillance bodies seem unlikely to unbox every product in a shipment to check the number on its DoC with its serial number. A non-compliant product remains non-compliant however many pieces of paper carry its serial number.
