CISPR 22 is an EMC standard and not used in relation to EMR (exposure
to RF) requirements in Australia.
But the OP's product is a non-intentional emitter, so in fact the spec
is wrong in requiring ARPANSA compliance. It's a very common error on
the part of over-enthusiastic and poorly-trained spec writers. We used
to get specs requiring products to 'comply with all British Standards' -
note the totally unqualified 'all'.
