Probably OV Cat. IV. I think they have you dead to rights in IEC 60950-1, Annex Z, where they give as an example of Overvoltage Category IV "communications information technology equipment for remote electricity metering." Also, the British Wiring Regulations BS 7671, Table 44.4 describes OV Category IV as "equipment to be used at or in the proximity of the origin of the electrical installation upstream of the main distribution board, e.g., electricity meter, primary overcurrent device, ripple control unit." So, you probably have to accept a 6 kV surge, or knock it down!
