As others have posted I think goes way back to the time when you had to hire a 
VDE engineer to come over the US about every 6 months and then witness the test 
for themselves. A whole slew of things have changed since then, include 
harmonization of the emissions limits international agreement to test facility 
national accreditation of the labs and mutual agreements to accept accredited 
test body results etc. 
Obviously there is still the whole other issue as ED said - what is a critical 
components etc, including the message snippet that you include below. I 
remember it, but haven't seen it required by US test facilities in 10 or 20 
years.

Indeed. I don't recall that any IEC or CISPR standard mentions 'EMC 
critical components'. It's in most if not all safety standards, and most 
components don't affect, or don't directly affect, safety.
