Following the link, I loved that seal for the “NATIONAL INTELLECTUAL
PROPERTY RIGHTS COORDINATION CENTER” (an operation run by the beloved
Immigration and Customs Enforcement people). Their Federal eagle on the seal
looks like no other Federal seal I’ve ever seen. Really, at first I thought
it was vaguely Prussian / Aztec, but it really looks like a full-frontal
view of a buzzard being electrocuted. I wonder what the rejected versions
looked like?

This article brings up an interesting viewpoint – since the standards are
required by law, can copyright be enforced on them?  Laws must be public
domain, so how can the actual requirements of the law be under copyright?
