Following the link, I loved that seal for the NATIONAL INTELLECTUAL PROPERTY RIGHTS COORDINATION CENTER (an operation run by the beloved Immigration and Customs Enforcement people). Their Federal eagle on the seal looks like no other Federal seal Ive ever seen. Really, at first I thought it was vaguely Prussian / Aztec, but it really looks like a full-frontal view of a buzzard being electrocuted. I wonder what the rejected versions looked like?
