John, Thanks for your pointer and I will contact them.
I checked the notified bodies in NANDO list and unsure if those notified bodies are for the approval of British 13 A plug. I cannot find the regulation in the legislations list even in BSI. I am unsure if it is due to part of LVD Directive as the plug and socket regulation is included in the national requirements of applicable standard of LVD.
