What is a Test Plan? What should a Test Plan contain?

My questions are intentionally vague and I ask this Group in the context of the interests of this group.

Many of the IEC 61000-4 series standards, that set test conditions, include a clause explaining what a test report should include. From this, it is not too difficult to determine what the test plan has to be in order to provide the results required for the test report.

If dictionaries were correct, we would only need one, because they would all
give the same information.
