In Europe the most home networks consist of Line (L1,L2 or L3)  and

N(eutral) + PE.  Most of the power systems have their N lines connected
to

PE (protective earth) at the entry of the home.(TT and IT power 

systems)

 

EN 60950 has a few examples of power supply configurations

(look for ANNEX V)

 

I do not think it has something to do with EMC.

EMI (is supposed conducted EMI) differences may have to

do with a non compliant setup of the measurement or

simply a change in setup lay-out.

At the measurement side of a LISN both lines are

floating (isolated) from ground for the frequencies involved.

 

There are a few issues with PE lines and their termination

in LISN's,  but they seem not related to your issue.

Do the EMC test standards require one of the AC input phases ('neutral'
in the U.S.) be grounded?  If so, where can I find an example of this
requirement?

In the past, I had an experience where EMI test results with an AC
supply of 120Vac/0Vac (a source with a grounded neutral) were higher
than an AC supply of +60Vac/-60Vac (a source from an isolation
transformer.)  I changed my test setup to use a grounded neutral to
agree with installation practices.

 

Now I have to justify this to someone, and would like some supporting
paperwork.  It's not easy justifying something that may uncover
problems.

 

Also, does the AC voltage supplied to homes & small businesses in Europe
have a grounded phase, or are both phases above ground?
