Can anybody help with the following ANSI standard?

ASA S3.19-1974(R1990) [ Withdrawn ]
American National Standard Method for the Measurement of Real-Ear Protection of
Hearing Protectors and Physical Attenuation of Earmuffs

Apparently withdrawn but still quoted on contracts etc.

I have tried the obvious places but I cannot find a download-able copy.
