It seems to me that puts them in the category of electronic equipment
sold to consumers, the enclosures, boards, controls and "live" parts of
which have isolation, dielectric, tracking and clearance requirements.
Note that a screw-thread incandescent lamp has no isolation except the
socket -- while one is screwing it in.
