It doesn't work quite like that, and the way it does work is very
complicated. As from June 2013, you have to apply REACH provisions for
any substance you cause to be imported in greater than 100 tons, and any
substance of very high concern (SVHC).

1907/2006. I have to say that the wording is in general much more lucid
