Almost certainly not. Electronics engineers are not generally highly-skilled in language studies, and when texts are supplied by different people, undefined terms are often not co-ordinated. Sometimes the IEC editors pick up such differences, but many of them are not highly trained in electronics, so wouldn't query the use of two words for the same thing.

Looked at another way, what else could 'network' mean in this context? If there was an intention to make such a fine distinction, then 'circuit' and network' would have been defined.
