It can be downloaded in the various official languages of the EU from here http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=uriserv:OJ.L_.2014.096.01 .0079.01.ENG (beware word wrap - if necessary, copy and paste the whole URL). Member States have until 19 April 2016 to publish their laws implementing the directive. These new laws apply from 20 April 2016.
