Am not certain if you are looking for stuff to support standards development, 
or theoretical stuff to support a paper. But here is what this little redneck 
mind is aware of:

always doing something weird)

ASTM has published books on dielectrics and solid insulation construction, 
test, and theory; and remember some IEEE books (probably by Wiley) on 
electrical insulation. But have not really seen any compelling research papers 
or tomes on electrical insulation since the Klaus Stimper std/book was read.

Now I have become curious if there is any significant new stuff on the 
subject...

        Solid insulation requirements are not new; IEC 60664, among other
standards, has dealt with this for some time.  

        IEC 61010 (and its variants) have introduced solid insulation
requirements in the 3rd Ed of the standard. 

        Has this change resulted in published papers that you know of
discussing these requirements?  

        If you know of any, a reference would be appreciated.  If the
article is not readily available on the web, perhaps folks would be willing
to share ti in some way.
