Nearly. EN 55011 is in fact CISPR 11 in a European overcoat. Although ANSI supports CISPR standards, the FCC uses different, not fully corresponding, terminology, and puts the two groups of equipment into different FCC documents (Parts 15 and 18). Group 1 is **more or less equal** to 'non-intentional radiators' and Group 2 to 'intentional radiators'.
