Yes, ETSI are working on new standards and updates to old standards. As you say, they do have a timeline goal to work towards!

Due to some problems with below-par notified bodies in some countries, all NBs have to re-register for RED (and this applies to some other Directives, I think). So, NBs exist but they are not yet registered under the RED (and it is alleged that the process may have run into difficulties).The same applies to notified standards.
