I've been asked by a manufacturer of Power line communication equipment for the 
origin of the "Permanently excluded" and "Permanently or Dynamically excluded" 
frequency ranges in tables A.1 and A.2 of EN 50561-1. Specifically why certain 
bands are in specific tables.

I can't find enough information in European Frequency Allocation tables listed 
in ERC report 25

Anyone know how these tables were agreed upon?
