Where did you read that? It doesn't seem to be on the IEC web site.
In UK, 5018 shall not be used to indicate a functional earthing
conductor according to the notes of IEC 60417. What was happening for
UK not to use 5018? Is there any replacement for UK?
Your information is out-of-date. The IEC web site has this in the page
for 5018:
2011-07-30: Following Notes were deleted from 2006-10-27 edition.
English:
(1) In UK, this symbol shall not be used to indicate a "functional
earthing conductor (FE)" or terminal but shall be used to indicate a
"noiseless (clean) earth conductor or terminal."
(2) Regarding a symbol to be used in UK to indicate a "functional
earthing conductor or terminal (FE)," see IEC 60445 Ed.4.0, Table 1,
footnote f.
