There have been previous questions to this listserv about EMC software. April issue of Incompliance magazine has article on evaluation of this stuff by Jack McFadden. The 'turtle' analogy is a bit strange, but the article does seem to cover most of what should be evaluated. In my little EMC-amateur mind, the only major issue not addressed is platform abstraction and dependency. Found it interesting that the author emphasized SWEBOK, which many consider intimidating because of its large technical scope.
