Whilst it’s primary function is (presumably) that of a water pump, you need to 
consider both the radio and non-radio operation, so you should apply all the 
standards you have listed.

You should however be able to create a test plan that only requires each “test” 
(e.g. ESD) to be done once provided that both water pump and WiFi are 
operational and being monitored as per their standards.

Annex C of EN 301 489-1 provides more guidance on applying standards to 
combined radio and non-radio equipment.

Could you please comment the appropriate EU EMC standards for a water pump with 
Wi-Fi?  Is either set of the following list applicable?

Set 1:
EN 301 489-1 and EN 301 489-17

Set 2:
EN 61000-6-1
EN 61000-6-3
EN 61000-3-2
EN 61000-3-3

Test items between these two sets of standards are similar.
