Make a drawing. The only odd bit is that cotangents occur.

Height of Tx = T, height of Rx = R. Distance between antennas = S

Angle between incident ray and plane = angle between reflected ray and plane = alpha.

T*COT[alpha] + R*COT[alpha] = S

COT[alpha] = S/(T+R)

Angle of reflection = 180-2[alpha]
