Well, we were told that the 2017 date does not apply to products that were not subject to any requirements under the EMCD in the frequency range below 9 kHz. It can be argued that 'conformity' cannot apply to such products, as there was (and is) nothing to conform to.

Or something like that. Mutatis mutandis, or perhaps even obiter. (;-)
