AE Techron builds a transformer for sec 19 testing. They rate it up to 3700V. 
Maybe they have one for higher voltage. Here is the link.

Question for the DO-160 people out there, looking for an alternative High 
Voltage Transformer to run Section 19 testing.

Currently trying a NEON sign transformer but have found the type we have is 
filtered (can you believe it!). If anyone has successfully used one or have a 
tried alternative I'd like to hear what you used :-) 

The frequency response needs to be 380Hz - 15KHz as a minimum but up to 32KHz 
preferred. We're driving it with a TECHRON amp and need to make 5.5KV but very 
little current
