We purchased our absorber material many years ago now, so things maybe 
different than it was then.

We were told that the absorber material most labs were using for 61000-4-3 
testing above 1Ghz was “Too Tall” to be used for S-VSWR verification. So we 
worked with TDK who recommended a shorter absorbing material which should meet 
both requirements.  Though we purchased and use this material and get good 
unified field data for 61000-4-3, we have never tested this material in the 
S-VSWR verification setup. Someday when we expand our radiated emissions 
testing above 1Ghz we will find out.

So bottom line, I recommend working with an absorber manufacture to help you 
find a material that will meet your specific needs.
