61000-4-1 is an 'overview' standard. It is not cited in the OJ and
nothing in it needs to be taken into account now. You may be looking at
an earyl edition; you can can 'preview' the current (2007/2007) edition

The Scope clause says:
The object of this part is to give applicability assistance to the
technical committees of IEC or other bodies, users and manufacturers of
electrical and electronic equipment on EMC standards within the IEC
61000-4 series on testing and measurement techniques and to
provide general recommendations concerning the choice of relevant tests.
There is no mention of a 1.3 ms text or 735 V.
