The energy hazard requirement (in the 950-series standards) is that the conductors shall not be bridged by the test finger (which has a spherical tip). If the conductors are on a planar circuit board, the conductors cannot be bridged by the spherical tip. The requirement does not specify that the conductors must not be accessible, although this is the conventional interpretation of the requirement.
