Doug, Sounds like there is a piece of the puzzle missing.
For instance, the EN 61326-1 calls out Surge Immunity according to IEC61000-4-5 Level 3. The IEC 61000-4-5 calls out Level 3 to be 2KV. So unless your first standard calls out the Basic standard then you would not know what “Level 3 “ means.
