If the factory doesn’t meet the unpublished requirements that are implied in the CIG, then there is some doubt that the factory has sufficient control over the manufacturing process that the equipment will meet the FUS requirements. (A CSA inspector found CSA certification labels had spilled on the factory floor; our factory did not have sufficient control of the labels!)
