I still say that even most regulators have things that they would rather do than
bother about 'bar or no bar'. And if one did raise the matter, just say 'Sorry'
and do what they want.

Article 15 of the WEEE Directive says preferably EN50419 (wheeled bin with bar)
shall be applied for this purpose but Annex IX of the WEEE Directive shows the
wheeled bin without bar so it is rather misleading.
 
You could interpret that the reference to EN50419 relates to dimensions ?
