To what standard(s) are you certifying? 60950, 62368 or other? Are you able to use hardware to hold the two power cords together? I would expect this to be required to meet the protective earth requirement for 60950 Section 3.2.5 Power Cords since you are working with a detachable AC mains configuration, though I don't have standards handy to reference the potential country-specific requirements.
