The testing does not need to be done in the United States. The list of NRTL's, the location of their labs and the standards they are approved to test to are at the following link. https://www.osha.gov/dts/otpca/nrtl/nrtllist.html
A number of the labs are accredited to test to UL 50 and have facilities in Europe. These include, but are not limited to, Intertek, UL and TUV Rheinland. I'm not sure how the program differentiates between UL 50 and UL 50E. However, the UL 50E testing is very similar to IEC 60529 testing and I would expect a test lab capable of testing for IP class to be able to test to UL 50E. That being said, my expectations are not always met.
