There were no issues from 1999-2005.  This period can be considered the 
transition from the Product Safety Newsletter to the Product Safety Engineering 
Society Newsletter.  There actually was one issue in 2005, the inaugural issue 
of the PSES Newsletter, but it does not appear to be posted.
