Many standards has switched over to specifying methenamine

 also known as “fire pills”. They simulate a lit cigarette while allowing for 
more repeatable testing. Although smoking is prohibited on many flights, it 
occurs with some regularity and might be considered “foreseeable misuse”.

Clause 1.3.1 actually recommends testing for a draft-free environment my using 
"a smoldering and smoking material, such as a lighted cigarette, in the test 
cabinet". It seems this may be a carry over from the days when smoking was 
socially acceptable.
