"It depends".  What is the purpose you have in mind?  433 MHz is in an amateur 
radio allocation, so you will have to deal with high power licensed users of 
that part of the spectrum.  Do a Google search on "433 MHz Regulations" and 
you'll see a few links to information and questions that have been asked 
already.
