The inertia in the committee that studies ESD is very large indeed. No-one wants to have to throw away all their test gear and buy new, and no-one wants to re-test and debug running products. As long as the current standard keeps field returns for ESD damage to an acceptable minimum, it won't be changed.

The question, 'Cui bono?' ought to be asked a lot in EMC committees.
