The manufacturer cannot know that the device will be permanently connected to a UPS unless the device and UPS are sold together as a 'system'.  Only in that case might an exemption be justified, but it would have to be justified and documented in the EMC Assessment of the system.

I can not find any exemptions in the test standards (EN 301 489 series, generic EN61000-6-X))
