Hello Brad, I recommend getting a copy of IEC TR 62368-2. It is the rationale document for IEC 62368-1 and it will provide history, rationale and additional information on this and other requirements of the standard. The short answer is that the 15 W limit has been used as a limit in other IEC standards. The 3 second time was selected for ease of measurement. Times as short as 100 ms and as long a 5 seconds were considered.
