Great Question.

No absolute answer but my opinion would be create awareness.

1.       Generate an official legal disclosure agreement between both parties 
with the understanding that your potential customer understands the fact this 
is not yet compliant outside the US and they will assume liability for 
non-compliant situations should they arise.

2.       Label it "Engineering Prototype for Evaluation only" " Not intended 
for sale".

3.       Custom-built evaluation kits can be considered exempt from RED.

You mentioned "two or three units into the EU to a business entity for 
performance assessment that may result in future sales" then you go on to say 
"Am I covered by the Trade Show exemption". Is it going to a potential customer 
for eval or a trade show?

We have been asked to ship two or three units into the EU to a business entity
for performance assessment that may result in future sales.  The units contain
multiple( US approved) radios that are integral to its functionality.

Am I covered by the Trade Show exemption or is there another codicil that covers
this type of importation?
