With regard to your first query, if you plan to ship this product to the US market, you will need to comply with ASTM F963 <https://www.cpsc.gov/Business--Manufacturing/Business-Education/Toy-Safety/ASTM-F-963-Chart> also. Clause 4.25 has specific requirements for battery operated toys. Even if not applicable, taking a look may be worthwhile.
