*       Unclear/incomplete technical specifications , link between
directives essential requirements and standards technical specifications
*       Ambiguous test specifications, often introduced by choices a
manufacturer can make on its own, so as to avoid testing.

Speaking for safety standards, the committees that write the requirements
are concerned that the writing is clear and unambiguous.  Despite these
efforts, the requirements are indeed often unclear and incomplete.  I can
personally attest to this situation with text that I have submitted to the
committees.   

 

And, despite distribution of drafts, the committees do not test the
requirements before the standard is published.  BOGSAT.

 

Experience with the standard eventually makes the requirements clear.
