Hi Tom, The exemption in (b) is for electronic control or power system utilized by a public utility or in an industrial plant. I don't believe the exemption extends to machinery operated in those environments. And the exemption for (c) is for test equipment used in industrial, commercial or medical applications.
I agree....in-situ testing can be very difficult.
