As a member of ISO/TC 199 I can unequivocally state that YES, ISO/TR 14121-2 is 
valid for guidance with ISO 12100:2010.

When we combined ISO 12100-1, -2 and ISO 14121-1 into the new ISO 12100, we 
made no technical changes. We were simply trying to make the document easier to 
follow. ISO/TR 14121-2 provides guidance on risk assessment methods, which are 
still the same.
