Hi David!  I think you have to start by going through the Standards,
picking out the applicable tests that have to be performed on your
products, and then determining which pieces of test equipment you'll need
to perform those tests.  Don't forget to consider the minimum accuracies
required in OD-5014:

For 60950 and 601010, you might start with the following basic items:
-DMMs
-a DSO (does not need to be high bandwidth.  If you already have one for
EMC, it will be more than capable enough for Safety)
-steel rules, caliper, micrometer
-hipot tester and bonding tester
-If you choose to measure temperature with thermocouples, you'll need some
thermocouples and a way to read them
-Stopwatch

There are a lot of other items you may need, and the list varies widely
based on your product(s) and what tests apply, but I find these are used
very frequently.  Some specialty items might be:
-High impedance probe for measuring capacitor discharge curves
-Test finger, test probe, and/or test pin as specified in the Standard(s).
If you have a good in-house machine shop, you can make these, but in my
humble opinion, it's easier to purchase them
-Touch current meter (such as a Simpson 228)
-Tilt table
-Impact tester
-Ball Pressure tester
-Thermal chamber
