I see it says 'Download Your Codes & Standards Instantly & Save Up To 80% Off Retail. We Buy In Bulk & Pass On The Savings To You.' I think this may be a similar case to the deal done by Estonian Standards with CENELEC. It doesn't appear to be a scam, but anyone in USA can check the legitimacy of the firm, since the web page gives a street address.
